Notice is hereby given that the Owner, Nehalem Bay Wastewater Agency, will receive sealed bids for construction of the:
Wastewater Treatment Plant Improvements Project according to the Drawings and Project Specifications and accepted by the Owner and described in general as:
Construction of headworks, level control structure building drain pump station, site grading and piping, electrical and instrumentation, miscellaneous site and plant improvements, appurtenances and all associated work as shown on the Drawings and as described in the Contract Documents.

on Wednesday, 26th May 2010 at 2:00 PM. Bids received after that time will not be accepted.
Bids shall be opened and publicly read out loud at 2:05 PM on the bid date at Nehalem Bay Wastewater Agency, Nehalem, 35755 Seventh.
Bid security in the amount of 10% of the bid amount made payable to the Owner is required to accompany each bid. Bid security shall be in the form of a cashier's or certified check or a Bid Bond as required by the Bid Security Document following the Bid Form.
Requirements for the State of Oregon Public Works Contracts: Each bidder must identify if the bidder is a resident bidder. All bidders must submit, in a sealed envelope within two (2) hours of the date and time of the deadline when the bids are due, a completed First-Tier Subcontractor Disclosure Form in compliance with ORS 279C.370.
The award of the contract shall be made to the lowest responsible bidder; as such term is used in Oregon Revised Statues. All bidders must comply with the applicable provisions of the Equal Employment Opportunity Act of 1972 and the Civil Rights Act of 1964.
Prevailing Wage Rates: The minimum hourly wage rates for labor under this contract have been determined by the Oregon Bureau of Labor and Industries. No bid will be favorably reviewed by the City unless the bid contains a statement that the contractor will comply with the provisions of Oregon Revised Statues.
Contractor's License: The Contractor shall possess a valid State of Oregon General Contractor License in accordance with rules and regulations of the Oregon Revised Statutes. The Contractor shall provide its license number and expiration date on the bid form.
No bidder may withdraw its bid for a period of sixty (60) days after the time fixed for the opening of the bids, within which time an award will be made.
The Owner reserves the right to reject any and all bids or to waive any irregularities or informalities in any bid or in the bidding.
The Owner may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the agency that it is in the public interest to do so.

The Engineer’s estimate of probable construction cost is $500,000.
A mandatory prebid site visit shall be held on Tuesday, 18th May 2010 at 10:00 AM. Contractors shall meet at the Nehalem Bay Wastewater Agency Wastewater Treatment Plant, 14000 Tideland Road, Nehalem, Oregon.
