INVITATION TO BID

      Notice is hereby given that the Owner, City of Gearhart, will receive sealed bids for construction of the:
      Water Treatment and Supply Facilities Project according to the Drawings and Project Manual and accepted by the Owner and described in general as:
Furnishing pumps and piping for domestic water supply wells, construction of a new water treatment plant including treatment building, membrane treatment system, booster pumps, surge tank, backwash tank, chemical feed systems, emergency generator, electrical, instrumentation, miscellaneous site and plant improvements, appurtenances and all associated work as shown on the Drawings and as described in the Contract Documents.

      Pre-Bid Conference. A mandatory pre-bid conference will be held at 2:00pm at City Hall on Tuesday, May 18, 2010.

      Bid Opening. Sealed bids will be received until 2:00 p.m. on Tuesday, June 8, 2010 at City Hall located at: City Hall, City of Gearhart, 698 Pacific Avenue, Gearhart, OR 97138
             
      Bids received after the stated date and time will not be accepted. No Facsimiles will be accepted.  The submittal envelope shall be marked, “City of Gearhart Water Treatment and Supply Facilities Project Bid Enclosed” or similar wording. Bids will be opened and read aloud shortly after closing at the City of Gearhart, City Hall. Interested parties are invited to attend. First-tier Subcontractor Form is due two hours after bid closing in accordance with Oregon Law.

      Bid Security. Prospective bidders shall enclose with each Bid a surety bond, cashier’s check, or certified check of the Bidder, made payable to the City of Gearhart, for five percent (5%) of the Bid as Bid Security.  The bid bond/check shall be given as a guarantee that the bidder will execute the contract, if it be awarded, in conformance with the Contract Documents and shall provide the surety and bonds as specified herein within fifteen (15) days after notification of award of contract to the bidder.

      Oregon Public Contracting Laws. Bidders are required to comply with applicable bidding and contracting procedures and all applicable State of Oregon Public Works contracting rules and regulations.
      Owner Reservations. The Owner reserves the right to reject any and all bids or to waive any irregularities or informalities in any bid or in the bidding. The Owner may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the Owner that it is in the public interest to do so.
      Pre-Qualifications. Bidders must be pre-qualified in conformance with OAR 137-049.022(3). A prequalification form must be submitted to the Owner at least seven (7) days prior to the bid opening date in order for the prospective Bidder to retain his right to appeal would he be disqualified by the public officer representing the Owner.  If the prequalification form is submitted less than seven (7) days prior to the bid opening date, the right of appeal is lost.
      Prequalification forms are available upon request.  These forms shall be filled out by the prospective Bidder and mailed to the office of the City Administrator, City Hall, P.O. Box 2510, Gearhart, Oregon, 97138. Prequalification forms shall not be submitted with the bid.

      The non-refundable cost of a half-sized set of Drawings and Project Manual is $200, including shipping. Make checks payable to Kennedy/Jenks Consultants.

      Time Constraints. Requests for information received less than three (3) days prior to Bid
Opening may not be answered. All addenda will be issued no later than 42 hours prior to Bid Opening.
